在服务器上运行cms报the application failed to initialize properly 0xc0000142,

It gives an error when laptop starts up says some scripts cannot be executed. And \’cmd\’ doesn\’t even work in \’Start\’ -> \’Run\’. It showed bellow error: cmd.exe – Application Error
The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application. Googled but no helpful tips. I am using a ghost image to initialize the laptop (Thinkpad T61) for Windows XP. And I find if I changed the \’Language for non-unicode programes\’ to \’Danish\’, the \’cmd\’ will be failed to start, nor the \’Access connections\’ from Think Vantage. If the \’non-unicode\’ is changed to \’English\’ or \’Chinese\’, then the problem disappears. So there must be something behind the \’cmd.exe\’ and needs the support from the non-unicoding.
